The auditor of state’s emblem is a dog guarding the key to a locked box. The symbolism is clear: their job is to watch the taxpayer’s moneybox.
Larger municipalities are audited every four years, but smaller municipalities can be audited by a petition of 15 percent of the city’s population.
In Sabula, a town of about 670 in the 2000 census, that request required just over 100 signatures. After a petition, auditors of state spent two weeks in Sabula in September and October preparing a 48-page audit and findings.
